The extension of the district administration office is conceived as a deliberate architectural dialogue between past and present. Four interlocking volumes, articulated through aligned projections and recesses, establish a dynamic yet respectful relationship with the surrounding urban fabric, responding to both the historical context and contemporary structures on site while creating a cohesive campus atmosphere that strengthens identity, orientation, and spatial continuity.
Balancing modern expression with contextual familiarity, the building’s urban scale enhances legibility within the block while maintaining sensitivity toward neighboring structures. The massing strategy breaks down the overall volume into clear, comprehensible elements, creating a harmonious composition that feels open, accessible, and civic in character, reinforced by transparency, proportion, and rhythmic façade articulation.
At the heart of the project lies a newly defined basement-level entrance, conceived as a prestigious and fully barrier-free double-entry route that unifies former and future access paths into a coherent arrival sequence. Above, an elevated entrance hall, designed as a pavilion between existing and new buildings, forms the central hub for orientation and administrative exchange.
The campus transformation extends beyond the buildings, introducing protected outdoor areas and a newly designed urban pathway that support interaction, work, and leisure while reinforcing the institution’s civic presence within the city.
